Rebates, Inspections, and Utility Approvals on Long Island
Mechanical and energy work is regulated at three levels here: your town building department, New York State, and the utility. Towns like Riverhead, Brookhaven, Smithtown, and Huntington each require permits for new heating equipment, generator installations, and significant electrical or plumbing changes, and each has its own filing quirks. All of that work must also comply with the New York State Uniform Fire Prevention and Building Code and the 2020 Energy Conservation Construction Code of New York State, which govern everything from equipment sizing to insulation values.
Electrical work on Long Island carries an extra step many homeowners do not expect: it must be inspected and certified by a licensed third-party electrical inspection agency, not just the town. Panel upgrades, EV charger circuits, and generator transfer switches all need that certificate before the town will close out the permit. Standby generators typically require both an electrical inspection for the transfer switch and a plumbing or fuel gas inspection for the gas line, and gas work must pass a pressure test before it can be connected. Gas conversions from oil involve the utility as well, since National Grid has to approve and set the new service.
The money side is worth understanding before you sign anything. PSEG Long Island offers meaningful rebates on cold climate heat pumps, smart thermostats, EV chargers, and efficiency upgrades, and the NYS Clean Heat program layers state incentives on top for qualifying heat pump installations. Solar and battery systems require a PSEG Long Island interconnection application and approval before they can be energized, a process we build into the project schedule so your system is not sitting idle waiting on paperwork.
Energy code compliance is not just a plans-desk formality anymore. New homes and many large projects must demonstrate compliance through testing, commonly a blower door test that measures air leakage, along with duct testing where applicable. Insulation is inspected before drywall closes it in, and the town will not issue a certificate of occupancy or certificate of completion until every trade inspection, the third-party electrical certificate, and the final walkthrough have all passed. Miss one, and it can surface years later as an open permit that stalls a refinance or sale.
